MORAR PRIMEIRO
Based on the principle that housing is the basis for access to other fundamental rights, the aim of Morar Primeiro is to reintegrate homeless people into society through a social housing service. With financial resources donated to FICA by St. Michael the Archangel Parish, represented by Father Julio Lancellotti, the project made it possible to purchase and renovate three properties, which were occupied by 15 families.
In addition to a home, this group of families, who occupied two viaducts in the East Zone of São Paulo, also receives social support and participates in actions to generate work and income, with a focus on achieving autonomy.
As part of Associação pela Propriedade Comunitária, FICA has accumulated since 2015 expertise in the acquisition and management of non-profit urban properties for housing and socially just use of real estate.
Besides having all the legal prerequisites for the purchase and formalization of community properties, the FICA brings together professionals and competencies needed to carry out renovation and adequacy of the properties. More than making a roof possible, we seek to guarantee the best use and salubrity of the spaces, even when they are reduced.
In this way, FICA emerged as the most appropriate alternative to the project of the Parish of St. Michael the Archangel to acquire the properties and adapt them to receive families living on the streets with legal, structural and administrative security..
Infrastructure - The initial challenge of the project was to find properties with the appropriate typology to receive the families, within the available budget for acquisition and necessary renovations.
Furniture - Besides being renovated, the properties need to be equipped with furniture and basic appliances so that the families can live there in a dignified way, such as cabinets, refrigerator, stove, kitchen utensils, washing machine, beds, mattresses, among others.
Building and condominium management and condominium management - After the renovations, once the families are settled in, the properties will need constant maintenance and monitoring, to ensure cleaning services, eventual repairs and conservation of the facilities. The FICA, as community landlord, has experience in this type of management, which with Morar Primeiro It will also seek to involve and empower the tenants in the maintenance of the common spaces.
Social Development - Morar Primeiro also includes actions to generate work and income for its residents, developed in partnership with other entities, under the mediation of FICA. One of the objectives is to identify the potentialities of the residents and offer them professional qualification opportunities so that they can be inserted in the job market. Initially, the residents will bear the basic costs of water, electricity and gas, and the reduced costs of social rent and condominium fees will be incorporated into the families' expenses gradually, as they gain financial autonomy.
In the Morar Primeiro properties, we tried to encourage the autonomy of the families and, at the same time, preserve the communal living of the group. Thus, we selected three buildings located within a close radius of each other and of the place where the families previously lived, with the following characteristics:
- Units varying from 20 to 30m².
- Each with bedroom, bathroom and kitchen
- Group Laundries
- Common areas for children to play
- Entrance gate with intercom
Each family will live in a kitnet style unit properly furnished with beds, closets, refrigerator, stove, and shower. Only the laundry and common areas are shared and of collective use.
The Morar Primeiro units have individual water, electricity and gas meters, so that families have their own bills. Besides allowing them to have a proof of residence, leaving the informality of not having an address, this is an important step to achieve autonomy and, in the future, to pay for their own consumption as the program advances.
Morar Primeiro seeks to assist primarily families headed by women, single mothers and/or with children, who arethat are in a situation of street and social vulnerability.
The families assisted were indicated by Father Júlio Lancellotti, who identified the extreme vulnerability of the group that suffered imminent risk of expulsion from the occupation, located near the parish where he does his social work.
Live First, Home First, Housing First... Housing First
All these initiatives with similar names are ways of translating the same premise: the home is the basis for all other actions. The Housing First program emerged in the United States in the early 1990s and established an approach for assisting the homeless population. The methodology prioritizes the provision of permanent housing, so that this serves as a starting point, with technical and social support, so that these people can exercise fundamental rights, pursue personal goals, and improve their quality of life.
The methodology has become internationally recognized and has become a reference for policies and projects of public and private organizations in several countries. It is based on this methodology that we are working on Morar Primeiro.
